Rule 20
Development Program and Budget and Production Permit
: (1) If the site can be commercially developed from the feasibility work, the contractor shall submit an application to the department for a production permit within a reasonable period. Such application should include detailed development program and budget for commercial development of the site and detailed description of the requested production area.
(2) The contractor shall not carry out the development work until the approval of the department is obtained. The department will grant the production permit after approving the development program and budget.
(3) If the spread of the site under the production permit is found to be different from the site for which the production permit was granted, the production area under the permit will be adjusted accordingly. But such an area should be within the contract area that has not been abandoned.
(4) If the contractor discovers natural gas that is associated with crude oil or not, the department and the contractor will immediately discuss among themselves for the purpose of developing the commercial use of such natural gas. If the commercial use of such natural gas has not been developed, the contractor will have the right to apply for a production permit to enable himself to develop the commercial market as specified in the petroleum contract. A committee consisting of representatives of both the department and the contractor will be established to assist the contractor in developing the commercial market for such natural gas. The said committee will jointly review the evaluation of the discovered gas, determine the procedure of the business development plan and monitor the progress of the implementation of the approved programs.
